Maan Hinjawadi Shivajinagar Metro Line
Introduction and Salient Features of the Project –
- To effectively address traffic problems in Rajiv Gandhi IT Park, Hinjawadi and nearby areas and enable sustainable urbanization, the Pune Metropolitan Region Development Authority (PMRDA) has undertaken the development of “Pune Metro Line – 3” connecting Hinjawadi to the city center Shivajinagar under Mass Rapid Transit System.
- The length of this elevated metro is 23.203 km. There are 23 stations on this route.
- This is the first project to be implemented on the Public Private Partnership (PPP) basis under the Central Government’s New Metro Rail Policy, 2017 and has been undertaken on the Design, Build, Finance, Operate and Transfer (DBFOT) model.
- The Project is awarded to the Joint Venture of TRIL Urban Transport Pvt Ltd and Siemens Project Ventures GmbH. A special purpose vehicle ‘Pune IT City Metro Rail Limited’ has been set up to undertake this project.
- The cost of the project (including cost of land acquisition, utility shifting etc.) is Rs. 8313 crores. The metro will lead to reduction in pollution levels, prevent accidents, reduce road traffic congestion and overall improve the liability index of the city.
Key Benefits:
- Metro is an efficient and fast mode of transport and it would effectively address traffic snarls faced by city dwellers, working professionals, thus supporting and enabling rapid urbanization.
- This air-conditioned, comfortable, safe and speed mode of transport will result in significant reduction in travel time, fuel costs and travel expenses along with lowering of noise and air pollution
- Eventually it will help to attract more investments in the region paving way for further growth and prosperity of the region.
Information on Total Cost and Funding Sources:
- The total cost of the project is ₹8,313 crore. Out of this:
- A private company (through a concessionaire model) will contribute ₹1,315.39 crore in the form of equity. A loan of ₹4,789 crore will be raised through major financial institutions (State Bank of India and other financial institutions).
- During the metro construction phase, a total of ₹1,315.38 crore will be provided as Viability Gap Funding (VGF) — ₹1,224.80 crore from the Central Government and ₹90.58 crore from the State Government, in the form of equity support.
The remaining project cost is being borne by the Authority through self-funding / central-state government funding / loans.
- After the metro becomes operational, an additional ₹1,126 crore will be provided by the State Government to the concessionaire as Viability Gap Funding (VGF) in the form of Operations & Maintenance (O&M) support — ₹1,036 crore post-commissioning and ₹90 crore during the metro construction phase.
- An estimated expenditure of approximately ₹1200 crore is being incurred by the Authority for other components of the project, such as the double-decker flyover, utility shifting, land acquisition, etc.
- The Empowered Committee of the Central Government, in its meeting held on 08/11/2021, recommended final approval for providing up to 20% financial assistance to this project, and a tripartite agreement was signed on 27/05/2022 in this regard.
Current Status of the Project –
- Pursuant to the state cabinet approval, the state government vide Government resolution dated 09/02/2018, accorded Pune Metropolitan Region Development Authority to undertake the project on PPP basis.
- Government of Maharashtra vide its resolution dated 18th July 2018 has declared the Project as “Vital Important Urban Transport Project”
- The Foundation Stone laying ceremony was held on 8th December 2018 at the hands of Hon’ble Prime Minister. The Concession Agreement has been signed on September 21, 2019.
- 15.6 hectare land of Survey No. 24 of Yashada at Tathwade, Taluka Mulshi has been handed over to the Concessionaire on dated 16/11/2020 for development of Casting Yard and the work has been started.
- Land Acquisition has been completed for the proposed Car-Depot of 13.2 hectare site at Maan, Taluka Mulshi and work on Car Depot has been started.
- About 100% of the land required for Right of Way and Stations has been acquired by the Authority.
- The Appointed Date has been declared on dated 25th November, 2021 and with immediate effect, the actual field work has been started.
- In the meeting of the Hon’ble Executive Committee held on 12/06/2025, approval was granted for an extension of time for the Pune Metro Line-3 project work up to 31/03/2026.
Regarding raising of Viability Gap Fund under State Govt.’s share:
- The Government of Maharashtra, through its Resolution dated 27th August 2019, allotted a total of 21.91 hectares of land to the Authority for monetization, to meet the State Government’s share of the Viability Gap Funding for the Project. This includes:
10.6 hectares owned by Government Polytechnic,
7.14 hectares owned by the Dairy Development Board, and
4.17 hectares owned by the Pune Rural Police and Wireless Department.
- As per the signed Memoranda of Understanding (MoUs) with the respective land-owning agencies, the Authority is responsible for constructing residential quarters, administrative buildings, non-residential buildings, and other facilities for each agency.
- However, the transfer of the Government Polytechnic land has been stayed by the Hon’ble High Court. In response, the Authority has submitted proposals for alternative land parcels to the State Government for consideration.
Integrated Double-Decker flyover at University Junction, Pune:
- To resolve the traffic congestion at the University Chowk and on Ganeshkhind Road, and to ensure long-term traffic management, the existing two one-way flyovers were dismantled in August 2020 with the approval of the State Government and the No Objection Certificate (NOC) from Pune Municipal Corporation.
- The concept of the Integrated Double Decker Flyover has been approved by the Pune Municipal Corporation and Pune Unified Metropolitan Transport Authority (PUMTA). For the execution of this work, the government, through its letter dated 26/05/2020, approved the draft of a supplementary concession agreement to be signed between the Metro Concessionaire Company and the Pune Metropolitan Region Development Authority (PMRDA).
- For the construction of the flyover, an estimated budget of ₹277 crore plus price escalation has received technical approval from the Hon’ble Executive Committee and administrative approval from the Authority.
- Accordingly, the construction of the flyover is in progress, and currently, 88% of the work has been completed.
- To avoid traffic disruption during the flyover construction and to ensure sufficient road space for the existing traffic, Ganeshkhind Road is being widened up to 45 meters as per the Pune Municipal Corporation Development Plan.
- The construction of the ramps on the Shivajinagar and Aundh sides of the flyover is expected to be completed by the end of June 2025, enabling traffic movement. The remaining ramps on the Baner and Pashan sides are planned to be completed by October 2025.
- The Hon’ble Executive Committee, in its meeting dated 12/06/2025, has granted an extension of time for completion of the Integrated Double Decker Flyover work up to 30/10/2025.
- One side of the flyover (Aundh to Shivajinagar) has been opened for traffic from 20/08/2025. The remaining work is scheduled to be completed by the end of October 2025.
Utility Shifting works:
- The work for shifting of Electrical High Voltage Lines 220 kV and 132 kV has already started. The work of shifting other utilities has been awarded and work has started on ground and approximately 95 % of the work completed.
Viability Gap Fund of Central Government Share:
For the Metro Line-3 project, out of the total Viability Gap Funding (VGF) of ₹1,224.80 crore to be received from the Central Government:
- In the first tranche, an amount of ₹611 crore was made available to the Concessionaire by the Central Government during October–November 2024.
- Out of the total ₹90.58 crore to be provided by the State Government during the metro construction period, ₹30.15 crore has been provided to the Concessionaire by the Authority.
- In the second tranche, an amount of ₹210 crore was made available to the Concessionaire by the Central Government during February–March 2025.
- As of date, a total of ₹821 crore has been received from the Central Government up to the fourth tranche as Viability Gap Funding.
- In the fifth tranche, the Concessionaire received an amount of ₹73 crore on 18.06.2025. Accordingly, a total of ₹894 crore has been received from the Central Government as Viability Gap Funding.
- The Concessionaire has placed a demand of ₹69 crore under the sixth tranche.
Work Current Status:
- By the end of July -2025 the physical work of the project is about 88.51 % and the financial progress is 85.52%.
- The completion period for the Pune Metro Line-3 project is 40 months, with a scheduled end date of 25th March 2025. The Metro Concessionaire submitted an Extension of Time (EOT) proposal for 543 days on 25th February 2025 to the Independent Engineer for review and comments. Following a joint meeting involving PMRDA, PITCMRL, the Independent Engineer, and the Senior Lender (SBI), it was decided—based on the assessment of concurrent delays—to grant an extension up to 31st March 2026.
- In the meeting of the Hon’ble Executive Committee held on 12/06/2025, approval was granted for the extension of time for the Pune Metro Line-3 project work up to 31/03/2026.
